WELCOME TO COMMON GROUND

A city is more than buildings.

Grow a settlement into a regional capital. Claim city charters to unlock factories, apartments, offices, buses, colleges and rail freight. Keep neighbourhoods distinct while their needs change.

Open Build more for farms, forestry and specialised zones. Use City plan to track shortages, choose import policies, deliver trade contracts and respond to council decisions. Upgrade congested streets to avenues; inspect civic buildings to expand their capacity once your charter allows it. Public services still need construction funding after zoning.

01 · Make room

Draw connected roads, then paint Homes, Shops and Workshops beside them. Private buildings grow automatically when there is demand.

02 · Help it thrive

Reserve civic land for water & power, clinics or schools. Approve funding in the neighbourhood panel. Parks cost £20 to zone and £1/month.

03 · Find its character

Paint district boundaries. A mix of homes, shops, workshops and parks shapes identity over 12 steady weeks. Character changes what develops. Listen to residents and choose a district policy with costs you can afford.

04 · Keep your promises

Meet a commitment for four consecutive weeks within one year. Earn a grant and local trust. Neighbourhood promises are an early chapter. City charters take you through 100, 240, 500 and 1,000 residents, toward a metropolitan goal of 1,800.

Buildings pass through foundations, framing and roof work before opening after three weeks. Map badges show U: utilities, H: clinic, E: school, and !: an overloaded service. Removing occupied homes or gardens, or changing an established neighbourhood’s direction, creates temporary concern. It gently slows development and fades by 1.5 points each week; it never blocks your decision.

Drag to paint; release to apply the previewed cost. Esc cancels. Road £30/tile; bridges £180. Unzone preserves buildings; Clear removes them for a fee. Arrow keys or WASD pan, +/− zoom, Space pauses. On touch screens, choose Inspect to drag the map.
